1. Worldwide Access Access: Worldwide Access calls made from the following locations and placed to the U.S. Mainland, Alaska, Hawaii, Puerto Rico, American Samoa, Guam, CNMI and the U.S. Virgin Islands by customers of On-Net Voice Services Card Worldwide Access will be calculated on a 30‑second minimum duration basis, with additional 6-second increments.
1.1 Worldwide Access Zones: Worldwide Access calls involving the zones specified below will be priced in two parts: 1) the per-minute usage rates specified in Section 2 below apply to that portion of the call originating from a location within one of the zones specified below and terminating in the U.S. Mainland, Alaska, Hawaii, Puerto Rico, American Samoa, Guam, CNMI and the U.S. Virgin Islands; and 2) the per-minute usage rates specified in Section 3 below apply to that portion of the call from the U.S. Mainland, Alaska, Hawaii, Puerto Rico, American Samoa, Guam, CNMI and the U.S. Virgin Islands which terminates in a location listed in Section 3 below. The following table lists each zone and the locations contained within each zone.
Calls to locations other than the U.S. Mainland, Alaska, Hawaii, Puerto Rico and the U.S. Virgin Islands may not originate from the following locations: American Samoa, Antigua, Argentina, Aruba, Bahamas, Bahrain, Barbados, Belize, Bermuda, Bolivia, British Virgin Islands, Brunei, Bulgaria, Canada, Cayman Islands, China, Costa Rica, Cyprus, Dominica, Egypt, El Salvador, Fiji, Gabon, Gambia, Grenada, Guatemala, Guyana, Haiti, Honduras, Iran, Ivory Coast, Jamaica, Jordan, Kenya, Kuwait, Luxembourg, Macao, Malta, Marshall Islands, Mexico, Micronesia, Morocco, New Zealand, Panama, Peru, Slovenia, Spain, Sri Lanka, St. Lucia, St. Vincent, Thailand, Trinidad/Tobago, Turks and Caicos Islands, United Arab Emirates, Uruguay, Venezuela, Vietnam and Western Sahara.

2. Worldwide Access Zone Part 1 Usage Rates: The following per-minute usage charges apply to the portion of calls originating from a location within one of the zones specified below and terminating in the U.S. Mainland, Alaska, Hawaii and the U.S. Virgin Islands. The rate specified below is calculated based on the zone in which the originating caller is located. This rate is applied in addition to the rates in Section 3 below. A $2.50 per-call surcharge will apply to the portion of calls that is inbound to the U.S. Mainland, Alaska, Hawaii and the U.S. Virgin Islands.
