SONET Access
As of October 1, 2010, orders for new circuits as well as orders for moves, adds, changes and upgrades for SONET Access are provided as Private Carriage Service.
I. RATES AND CHARGES: All charges for Analog Local Access, T-1 Digital Access, DDS Local Access, DS-0 (Hubless) Access and DS-3 Local Access will apply in addition to the following charges for OC3 and above Local Loops, with the following exceptions:
1. SONET Access Monthly Recurring Charges
1.1 Type 1 Monthly Recurring Charges. For new circuits installed on or after March 1, 2010, when the local loop is provisioned entirely on MCI Legacy Company-owned fiber (Type 1 Lit Building), or on other Company facilities designated as Type 1 on the Guide, Type 1 monthly recurring charges apply. The following monthly recurring per-circuit charges apply to Type 1 circuits:

1.2 Type 1 Monthly Recurring Charges. The Type 1 monthly recurring per-circuit charges for circuits installed before March 1, 2010 are calculated on an individual case basis.
1.3 Type 3 Monthly Recurring Charges. The Type 3 monthly recurring per-circuit charges for OC3 and above are calculated on an individual case basis.
2. SONET Access Non-Recurring Charges. A non-recurring per-circuit charge of $3000 will apply per circuit.
3. Access Coordination. The following charges will apply, per Local Loop, only for circuits installed prior to October 1, 1998 and only if either: (1) the MCI Legacy Company orders the Local Loop; or (2) in the case of Customer-provided access, if the Customer has not provided written notice to the MCI Legacy Company that the Customer accepts responsibility for the design, installation coordination and ongoing coordination of testing and trouble resolution for the Local Loop.
For SONET and SONET STS‑1, the following charges will apply:

4. Central Office Connection. The following monthly recurring and non-recurring charges will apply, per connection, only for circuits installed prior to October 1, 1998, whether access is MCI Legacy Company‑provided or Customer‑provided.

5. Network Connection Charge. The following monthly recurring and non-recurring charges will apply, per connection, only for circuits installed on or after October 1, 1998, whether access is MCI Legacy Company‑provided or Customer‑provided. The charges apply to all circuits with the exception of some circuits installed before March 1, 2013 on certain legacy networks designated by Company. For these designated circuits the Network Connection monthly recurring charges in effect prior to March 1, 2013, the applicable charge below will remain in effect, unless that circuit is upgraded or downgraded, or the Customer agreement covering such circuit is replaced by a new, renewed or amended Customer agreement.

The following monthly recurring and non-recurring charges will apply, per connection, to all circuits installed between March 1, 2013 and February 28, 2015 on certain legacy networks designated by Company. For these designated circuits the Network Connection monthly recurring charges in effect between March 1, 2013 and February 28, 2015, the applicable charge below will remain in effect, unless that circuit is upgraded or downgraded, or the Customer agreement covering such circuit is replaced by a new, renewed or amended Customer agreement.

6. Charges for special arrangements, including engineering, construction, labor, facility costs and other costs associated with making the interconnection compatible between the Customer's and the MCI Legacy Company's equipment and/or facilities are additional and at the expense of the Customer and shall be charged on an individual case basis.
7. Other Non-Recurring Charges
7.1 Customer Support Services charges apply.
7.2 Administrative Non-Recurring Charges
9. Paper Invoice Charge applies.
10. Convenience Payment Charge applies.
11. Administrative Expense Fee applies.
II. Commitment Period. Customer commits to pay the applicable circuit MRC for any Network Services Local Access Service circuit of DS3 or larger for a minimum of 12 months, which Customer must pay even if the circuit is cancelled sooner (unless cancelled by Customer for Cause, as defined in Customers service agreement).
