Intrastate Network Services Local Access Services

Section I.3: Intrastate T-1 Digital Access

 

1.         SERVICE DESCRIPTION: Intrastate T-1 Digital Access service is provided by MCI Legacy Company. Intrastate T-1 Digital Access is a high capacity digital local access arrangement that consists of a Local Access circuit (Local Loop) that relies on T-1 transmission technology provided by the Local Exchange Carrier or other access provider that is used to connect Customer's Premises to the MCI Legacy Company’s Point-of-Presence (POP) to provide Customer access to MCI Legacy Company services.

 

II.         DEFINITIONS: The Online Definitions apply.

 

III.        FEATURES AND OPTIONS

 

1.         Channelized Access Line with Telco M24 Multiplexer. Charges will apply on an individual case basis.

 

2.         Access Integration Option. A form of T-1 Digital Access which allows Customers to utilize their dedicated access lines to carry traffic for both an inbound and an outbound service over the same circuits.

3.         Integrated Services Digital Network (ISDN) Service. Intrastate ISDN integrates voice, data, and video communications services via standard interfaces.

 

3.1       Primary Rate Interface (PRI). Through Intrastate PRI, a Customer can share access facilities among the following Intrastate Long Distance Voice Services: outbound service and inbound toll-free service. An attribute of PRI, Call-by-Call Service Configuration, allows for these services to share dynamically allocated individual circuits within the PRI. Intrastate Private Line Service is also available with the above combinations.

 

The PRI consists of a 64 kbps D channel and 23 B channels of 64 kbps each. The bearer, or B, channels are used to access MCI Legacy Company services supported over the PRI. The D channels are used to carry signaling and control information for the associated B channels.

 

In addition to providing basic access to the services specified above, the PRI interface can be configured to support the following advanced ISDN features: Call‑by‑Call Service Configuration, Non‑Facility Associated Signaling, D‑Channel Backup, Automatic Number Identification (ANI), Dialed Number identification Service (DNIS) and, for outbound service with Feature Option C-1, Calling Station Identification (CSI). Call‑by‑Call Service Configuration allows the B channels of a PRI to be shared between multiple services carried on the PRI. With Non‑Facility Associated Signaling, one PRI D channel can control up to a maximum of 20 T‑1 Digital Access channels. D Channel Backup provides a redundant hot stand‑by of the PRIs primary D Channel. Automatic Number Identification (ANI) allows a Customer to receive the originating caller's working telephone number provided this information is forwarded to the MCI Legacy Company by the caller's Local Exchange Carrier (LEC). DNIS provides the called party with the number dialed by the Customer or a translated version of the dialed number. The delivery of ANI and DNIS is ordered along with outbound service with Feature Option C-1. CSI is provided to intrastate Customers outbound service with Feature Option C-1 who order PRI. Intrastate T-1 Digital Access is required to obtain intrastate ISDN PRI. Each time a change in the number of Private Line DS0s is required, a PRI reconfiguration charge will be assessed.

 

After initial installation of the PRI trunk group, a Customer may choose to add or delete groups of B channels in DS1 blocks. Each time the trunk group size is changed, a trunk group rearrangement charge will be assessed.

 

Customers who elect PRI will be assessed the following monthly recurring charges, in addition to the rates in Section IV below:

3.2       Call-by-Call Service Configuration. Allows the B channels within a PRI to be shared between services subscribed to on the PRI. Call-by-Call Service Configuration can be used in the following combinations where the following Intrastate Long Distance Voice Services: outbound service and inbound toll-free service. The Customer must specify at the time of PRI order if Call-by-Call Service Configuration is desired and the service combination. The Customer also becomes a Customer of each service. If the PRI is initially dedicated to a single service, it can be reconfigured to support Call-by-Call Service Configuration, and the rearrangement charge specified below will apply. Each time a service is added or deleted from an existing PRI trunk group, a service rearrangement charge will be assessed.

 

Customers who elect Call-by-Call Service Configuration will be assessed the following monthly recurring charges, in addition to the rates in Section IV below:

 4.        Access Pricing Plans (APP) are available to Pre-Verizon Business Services (VBS)I Customers only.

6.         Combined Service and Access Plans (CSAP) are available to Pre-VBS I Customers only.

 

IV.        RATES AND CHARGES: For new circuits installed on or after March 1, 2010, when the local loop is provisioned entirely on MCI Legacy Company-owned fiber (Type 1 – Lit Building), or on other Company facilities designated as Type 1 on the Guide, Type 1 monthly recurring charges apply. Network configuration is determined at the time of the Customer’s initial order. Company may substitute other facilities of Company’s choosing, including replacing non-MCI Legacy Company facilities with MCI Legacy Company facilities and/or with facilities from another non-MCI Legacy Company facilities provider, as applicable, without changing the classification of the network configuration associated with the Customer’s Service as initially ordered provided that Customer service levels will remain at least the same.

 

Where rates or charges are specific to a particular pricing program (i.e., Verizon Business Services (VBS) I, II, or III) those rates and charges only apply where a Customer has enrolled in that pricing program. Rates and charges which are not specific to a particular pricing program apply to all Customers.

3.         Network Connection Charge. The following monthly recurring and non-recurring charges will apply, per connection, only for circuits installed on or after October 1, 1998, if access is Customer‑provided, except that for certain circuits in legacy networks designated by Company, the prior changes will remain in effect for circuits installed from October 1, 1998 through April 30, 2014, if access is Customer-provided.

4.         Cross Connect Charge. A monthly $50 charge will apply, and a non-recurring charge of $250 will apply, per connection, for circuits installed on or after October 1, 1998, for the electrical connection of a MCI Legacy Company T-1 Digital Access circuit to an interexchange carrier other than the MCI Legacy Company.

 

5.         Special Access Surcharge
