Prior to August 1, 2001, service was furnished under WIDSI Tariff FCC No. 3 filed with the Federal Communications Commission and now canceled. Beginning August 1, 2001, service is being furnished pursuant to this Guide and any underlying written contract between the Company and the Customer.
Please note the following regarding this important change.
· WIDSI Tariff FCC No. 3 was amended on June 23, 2001 to incorporate new or revised General Definitions and new or revised General Terms and Conditions of Service contained in WorldCom Tariff FCC No. 1. Like the service in former WIDSI Tariff FCC No. 3, these General Definitions and General Terms and Conditions are now part of this Guide and, therefore, are part of customer service contracts. Some of the definitions and terms and conditions contained in former WIDSI Tariff FCC No. 3 are reflected in the General Definitions and General Terms and Conditions of Service and, accordingly, were removed from the former tariff at the time of detariffing on July 31, 2001. This explains why there may be omissions or gaps in the service information previously found in WIDSI Tariff FCC. No. 3 and currently contained in this Guide.
· Except as noted in the preceding paragraph, the text of this Guide replicates the information contained in former WIDSI Tariff FCC No. 3 on July 31, 2001.
· If there is an inconsistency between a General Definition or a General Term and Condition, a service-specific definition or term and condition, or a definition and term and condition contained in a written contract between the Company and the Customer, the relationship with the Customer will consist of the following, in order of precedence from (1) through (3): (1) the definition or term and condition in the written contract; (2) the service-specific definition or term and condition; and (3) the General Definition or Term and Condition. An inconsistency will be deemed to include any instance in which a service-specific definition or a service-specific term and condition has no counterpart in the General Definitions or the General Terms and Conditions of Service.
· The Company may change the Guide from time to time and any change made will be binding on customers after fulfillment of the notice period set forth in Section 7.B of the General Terms and Conditions.
· Any reference to tariff within the text of the Guide shall mean Guide.

For purposes of this tariff, with the exception of Hilo, Hawaii, each city encompasses the Standard Metropolitan Statistical Area (SMSA) as defined by the U. S. Department of Commerce, Office of Federal Statistical Policy and Standards. Hilo, Hawaii encompasses the area within a 10 mile radius of the Company's office.

APPLICATION OF TARIFF
This tariff sets forth the classes of service and the regulations and
rates applicable to Telegraph Service, as follows:
(a) Accepted at offices of the Company in the continental United States, Honolulu and Hilo, Hawaii and destined to domestic and international points via the facilities of the Company or other carriers.
(b) accepted at offices of the Company in the continental United States defined to points in the continental United States via the facilities of the Company or other carriers.
(c) which originate with subscribers of the Western Union of Hawaii SDX system in the state of Hawaii.
(d) accepted at offices of RCA Global Communications, Inc. (RCA) in Guam and destined to domestic and international points via the facilities of the Company or other carriers. The rates and regulations for telegrams from Guam and destined to domestic and international points are as contained in RCA Global Communications, Inc. (RCA) Tariff F.C.C. Nos. 60 and 65 in which this Company is listed as a concurring carrier.
This tariff also sets forth the regulations applicable to telegrams inbound to the continental United States and Hawaii from the time such telegrams are received by the Company. Charges are collected at the point of origin and are quoted in the currency of the respective countries. The rates of exchange to the United States dollar may vary from time to time because of currency fluctuations and other conditions beyond the control of the Company. The Company will, upon request, endeavor to obtain the most current rates.
RULES AND REGULATIONS
RULE 1
TELEGRAPH FORMS
1.01 Telegrams filed with the Company should preferably be written upon the special blanks provided by the Company for that purpose.
RULE 2
CONDITIONS OF ACCEPTANCE OF TELEGRAMS
2.01 All telegrams are accepted by the Company subject to the following terms.
2.02 The Company shall not be liable, in any case, for mistakes or delays in the transmission or delivery or for non-delivery of any message beyond its own terminals. In forwarding any message to the stations or over the circuits, lines or other facilities of any other communications agency the Company is hereby made the agent of the sender without liability for mistakes, neglects or delays of such other communications agency, its agents or servants.
2.03 The Company shall not be liable for mistakes or delays in the transmission or delivery, or for non-delivery, of any message received for transmission, whether caused by the negligence of its servants or otherwise, beyond the sum of five hundred dollars.
2.04 The company shall not be liable in any case for delays arising from unavoidable interruptions in the working of its circuits; nor for delays or errors or non-deliveries caused by storms or the action of the elements, or other acts of God, or by strikes, or by civil or miliary authority, or by wars, insurrections, riots, rebellions, or the unlawful acts of individuals, or by other conditions beyond the control of the Company. If, because of any of the foregoing reasons, transmission and delivery of messages cannot be made in accordance with the standard means and practices followed by the Company, as contemplated under the regulations contained in this tariff, any available means of forwarding or of effecting delivery may be utilized, without notice to the sender, pending restoration of normal service. The Company will be liable for damages caused by its negligence in the handling of messages written in any admitted language whether plain, secret, foreign, obscure or otherwise, to the same extent that it would be liable if the text of the message had adequately notified the Company of the nature and extent of the matter with which the message is concerned.
2.05 No responsibility attaches to this Company concerning messages until the same are accepted at one of its transmitting offices; and if a message is sent to such office by messenger, whether supplied by the Company or not, the messenger acts for that purpose as agent of the sender; provided, however, that when the Company sends its messenger to pick up a message, the Company assumes responsibility for the negligence of its messenger within the scope of the messenger's employment from the time the message is picked up from the sender.
2.06 The Company will not be liable for refunds of charges, damages or statutory penalties in any case where the claim is not presented in writing to the Company within 180 days after the message is filed with the Company for transmission.
2.07 In any action by the Company to recover the tolls for any message or messages the prompt and correct transmission and delivery thereof shall be presumed, subject to rebuttal by competent evidence.
2.08 The special terms governing the transmission of the messages classified in this tariff shall apply to such messages in addition to the foregoing terms.
2.09 All messages are accepted by this Company for transmission as unrepeated telegrams and are charged for as such, unless plainly endorsed by the sender "Repeated telegram" in accordance with the provisions of Rule 7.02 of this tariff or unless plainly endorsed by the sender "Specially Valued telegram" in accordance with the provisions of Rule 2.03 and Rule 7.03 of this tariff.
2.10 Except as otherwise provided in this tariff, the Company reserves the right to route any message over its circuits and lines in any manner which, in its judgment, will permit the prompt and expeditious delivery thereof.
2.11 The Company will accept outbound telegrams filed directly at its offices by customers wherever located in the continental United States. In the event outbound telegrams are forwarded directly to Company offices by customers by means of public telephone, WUTC Telex c Service, Teletypewriter Exchange Service (TWX), mail or other facilities not furnished by the Company, the telephone, TWX, mail or other charges incurred by the customer incident to the filing of such messages with the Company will be borne and paid for by the customer except as otherwise provided in this tariff.
2.12 The Company will also accept outbound telegrams filed directly through its office in Honolulu, Hawaii by WUH SDX customers wherever located in Hawaii. The domestic charges incident to the filing of messages via the WUH SDX system with the Company, will be borne and paid for by the Company.
2.13 No employee of this Company is authorized to vary the foregoing terms.
RULE 3
ESTABLISHING IDENTITY OF THE SENDER OR ADDRESSEE
3.01 The sender or the addressee of a private telegram must prove his identity when requested to so by the office of origin or the office of destination.
RULE 4
CLASSES OF SERVICES
4.01 In the International Telegraph Service the following classes of service are available:

TF - Telegram for which delivery by telephone has been requested.

FAX - Telegram for which delivery by facsimile has been requested.
RULE 5
PRIORITY OF VARIOUS CLASSES OF MESSAGES
5.01 Priority in transmission and delivery of international telegrams is accorded as indicated below.
5.02 The different classes of service are divided into groups in order of precedence. All classes of service included in any one group take the same rank. Telegrams of equal rank are transmitted by the accepting office in the order of their time of handing in. At an intermediate office, telegrams originating at that office and transit telegrams which are to be transmitted over the same route are placed together, in their respective ranks, and the telegrams within each rank are transmitted in accordance with the time of handing in or the time or receipt at the intermediate office. A service telegram (whether paid or otherwise) relating to a message in Groups (a), (b) and (c), has the same priority as the message to which it refers. Other service telegrams have the priority indicated below.

(a) Ordinary (Government and Private) International Telegrams marked "EMERGENCY" by the sender.
(b) Ordinary (Government and Private) International Telegrams marked "IMMEDIATE" by the sender.
(c) Ordinary (Government and Private) International Telegrams marked "RAPID" by the sender.
(d) Ordinary (Government and Private) International Telegrams relating to safety of life on land, at sea or in the air, and Epidemiological Telegrams of World Health Organization bearing indicator SVH (other than those marked "EMERGENCY", "IMMEDIATE" or "RAPID").
(e) Ordinary (Government and Private) International Telegrams bearing the indication "Priority Nations".
(f) Service advices relating to serious interruption of channels of telecommunication.
(g) Government Ordinary International Telegrams on which sender requests priority (other than "EMERGENCY", "IMMEDIATE" or "RAPID").
(h) International Meteorological Telegrams.
(i) Urgent Service Telegrams and Urgent Service Advices
(k) Non-urgent service telegrams, non-urgent service advices and D acknowledgments of receipt
(l) Government Ordinary International Telegrams for which priority has not been requested; Ordinary International Telegrams (other than those specified above)
(n) International Letter Telegrams; Personal Opinion Messages
5.03 Telegrams in groups (a) and (b) interrupt all telegrams of lower priority in transmission, that is, telegrams in group (a) interrupt telegrams in group (b) and lower groups; telegrams in group (b) interrupt telegrams in group (c) and lower groups; telegrams in group (c) and lower groups do not interrupt other telegrams in transmission.
5.04 The priority indicators "EMERGENCY", "IMMEDIATE" and "RAPID" shall be written in full by the sender as the first word in the address on telegrams at the time of filing. Such indicators will be transmitted without abbreviation.
5.05 Group (a), (b) and (c) priorities are available only for use by the President of the United States, the Vice President, Cabinet officers, members of the United States Congress, Federal, State and Municipal Governmental Department and Agencies, services such as communications, transportation, power, public utilities, press associations, news media, health and sanitation services, the American Red Cross organization, essential War Industries and such other individuals and organizations as may be designated by the Federal Communications Commission or the Office of Defence Mobilization.
5.06 Telegrams containing over fifty (50) words are divided, for convenience of transmission into pages of fifty (50) words each. The transmission of such a telegram may be interrupted at the end of any page for the transmission of a telegram of a higher classification.
RULE 6
REGULATIONS GOVERNING THE CLASSES OF SERVICE
6.01 Overseas and foreign telegrams (except from continental United States to Alaska, Canada, Mexico and St. Pierre and Miquelon, and vice versa) when filed by the sender in person, or by messenger, or by tieline, or by telephone with the Company should contain an indication of the class of service desired and such telegrams are accepted in accordance with the following conditions:
6.02 Ordinary telegrams The text of an Ordinary telegram may be written in plain language and/or in secret language, as defined herein. ordinary telegrams are subject to a minimum charge for seven words.
6.03 Letter telegrams (LT)
(a) The text of a Letter telegram may be expressed in plain and/or secret language. Letter telegrams are subject to a minimum charge for 22 words. Letter telegrams must c bear the paid service indicator "LT" immediately before the address and this indicator is counted and charged for as one word. The C sender must insert "LT" before the address, otherwise it will be assumed that Ordinary service is desired. In the case of messages filed by telephone without a class of service indication, an inquiry will be made as to the class of service desired by the sender.
(b) The paid service indicator "LT" may be replaced by the paid service indicator "ILTF" in Letter telegrams sent by one of the authorities mentioned in Rule 6.04 and Rule 6.06 of this tariff.
(c) The only supplementary services available in conjunction with Letter Telegrams are:
TF - Telegram for which delivery by telephone has been requested.
TLX - Telegram for which delivery by telex has been requested
TTX - Telegram for which delivery by teletex has been requested.
FAX - Telegram for which delivery by facsimile has been requested.
Each of the paid service indicators is counted as one word and is charged at the Letter Telegram rate.
(d) Letter telegrams may be delivery by post, by special messenger, by telephone, by telex, by teletex, by facsimile or by any other means at the option of the Administration or carrier of the country of destination.
(e) The delivery of incoming Letter Telegrams destined to the continental United States and hawaii is made not earlier than the morning after the date of deposit. The delivery of Letter Telegrams destined to other places shall take place after 8:00 A.M. local time on the morning after the date of deposit, provided however that Letter Telegrams destined to the following countries are not delivered until after 2:00 P.M. local time the day after the date of deposit or the second day after 8:00 A.M.

(f) Upon specific request in each case, Letter Telegrams may be delivered in advance if the addressee agrees to pay the difference between the Letter Telegram charge and the Ordinary Telegram charge in the case of prepaid messages and upon the payment of the Ordinary Telegram charge in the case of "Collect" Letter Telegram messages.
* As an exception, Letter Telegrams originating in time zone areas comparable to that of Guam may be delivered at Guam on the morning of the day after the date of deposit.
6.04 Government Telegrams
(a) United States Government telegrams are those sent or received by departments of the United States Government, or their representatives or officers, relating exclusively to the public business and paid for out of Federal Government funds. The phrase "departments of the Government" as used herein means only the established departments, independent establishments and agencies in the legislative executive and judicial branches of the Federal Government. It does not include any private individual, association, organization, company or corporation acting as agent or contractor for any established department, independent establishment or agency of the Government.
(b) Foreign government messages are those sent or received by duly accredited representative or officers of foreign governments relating to the official business of and aid for by such governments.
(c) Ordinary Government rates, where quoted, apply only to official government messages of the designated governments relating exclusively to government business and no private individual, association, organization, company or corporation should , in any way, benefit thereby. In cases where a message is sent by or to a government official, department of agency in the interest of any private individual, association, organization, company or corporation such messages must be paid for at commercial rates. Government telegrams must be properly endorsed to the effect that they are on official business of the government in whose behalf they are sent.
(d) The telegrams of consular agents carrying on private business are only regarded as Government telegrams when they are addressed to an official person and relate to official matters.
(e) The text of Ordinary Government telegrams may be expressed in plain language or secret language or a combination thereof.
(f) Unless special reduced Government rates are shown herein, Ordinary Government telegrams are charged the rate applicable to Ordinary private telegrams. There are not special rates for Government messages filed in the Letter telegram (LT or LTF) classification.
(g) All government messages including those filed at Letter Telegram rates must bear a paid service indication as the first word of the address. The paid service indication is counted and charged for as one word at the appropriate rate per word (ordinary Government of LTF Government, as the case may be).
(h) The paid service indication for government messages for which priority has been requested is "Etat Priorite". Where priority has not been requested the paid service indication is "Etat". The paid service indication on government messages sent at Letter Telegram rates is 'ILTF". Priority is not available on messages sent at LT or LTF rates.
6.05 Meteorological Telegrams
(a) The term "Meteorological Telegram" denotes a telegram sent by an official meteorological service or by a station in official relation with such service, and addressed to such service or such a station and which consists solely of meteorological observations or meteorological forecasts. Meteorological Telegrams must bear the paid indicator "OBS" before the address.
(b) None of the Supplementary services are admitted in Meteorological Telegrams.
6.06 International Organization Telegrams
(a) Official ordinary telegrams of the United Nations (UN) from Company offices within the continental United States to the following countries will be charged for at the lowest rate applicable to ordinary telegrams of any foreign Government. Such telegrams will bear the abbreviation "UN" in the preamble.

(d) Official ordinary telegrams of the International Bank for Reconstruction and Development and the International Monetary Fund (IMF) sent from Company offices to overseas and foreign points are subject to the charges for Ordinary private telegrams except that to the countries listed immediately below the applicable rates are the same as for official ordinary telegrams of the government of that country to its home territory. (b) Scrambled Code Tape Service consists of matter processed by the sender for overseas transmission by scrambled tape or similar mechanical device and transmitted to the Company over teleprinter tie-lines:
(1) From offices of the respective governments in Miami, FL; New Orleans, LA; New York, NY; New Hampshire; San Francisco, CA; or Washington, D.C. to the operating offices of the Company in said cities for further transmission to the overseas points specified in Rule 6.07 (a).
(2) From offices of the respective governments at the overseas points specified in Rule 6.07 (a) to the operating office at the same points for further transmission to Miami, FL; New Orleans, LA; New York, NY; New Hampshire; San Francisco, CA or Washington, DC.
(c) The service is subject to special prior arrangements. The terminal equipment in the offices of the respective governments is to be furnished by and at the expense of the respective governments.
(d) Scrambled Code will be counted at the rate of one word for each six characters ( or five characters and one space) or fraction thereof, computed from the scrambled tape and including all characters from the end of the preamble to the end of the message.
(e) The rates per work applicable to this service in the direction from the United States are the same as the rates per word between the same points applicable to Ordinary Government telegrams of each of the respective governments as published int he rate section of this tariff. The rates per word applicable to this service in the direction to the continental United States are the same as the rates per word between the same points applicable to ordinary Government telegrams of each of the respective governments as published in the rate section of Company Tariff F.C.C. No. 1.
6.08 Telegrams Relating to the Safety of Life (SVH)
(a) Telegrams of exceptional urgency which are obviously of general interest and relate to the safety of life on land, at sea or in the air; and exceptionally urgent epidemiological telegrams of the World Health Organization are accepted as SVH telegrams.
(b) SVH telegrams sent by the Headquarters of the World Health Organization or by the regional epidemiological centers of that Organization shall be certified as really being telegrams faa exceptional urgency relating to the safety of life.
(c) The abbreviation "SVH" shall be transmitted both at the beginning and at the end of the preamble of SVH telegrams.
(d) The text and signature of SVH telegrams must be in plain language as defined herein.
(e) None of the Supplementary services are admitted in SVH telegrams.
(f) SVH telegrams are subject to the same charges as Ordinary telegrams.
6.09 Personal Opinion Messages (POM)
(a) A personal Opinion Message is a prepaid message originating in Honolulu and Hilo, HI;
(1) which contains 25 words or less in plain English language (including paid service indicator, address, text and signature);
(2) which is restricted to an expression of personal opinion on an issue of general, national- or regional- interest;
(3) which is addressed to the President of the United States, to the Vice President of the United States, to a United States Senator, to a member of the United States House of representatives, or to any Federal Government agency;
(4) which is destined to Washington, DC.
(b) The address of Personal Opinion Message is limited to the title of "President", "Vice President", "Senator", Representative" or to any Federal Government agency, as appropriate, the addressee's name and Washington, D.C. as the destination. No street name, room number, building or other address information is required.
(c) A Personal Opinion Message must be signed with the sender, s name and address.
(d) Personal Opinion Messages must bear the paid service indicator "POM" immediately before the address and this indicator is counted and charged for as one word.
(e) The paid service indicator, address, text and signature of Personal Opinion Messages are counted and charged for.
(f) Personal Opinion Messages are subject to handling at the convenience of the Company; however, delivery will be made not later than midnight of the day following the date of acceptance, Sundays and Holidays excepted.
(g) If a Personal Opinion Message is offered which contains 26 words or more, the sender will be given the option of reducing the total number of chargeable words to 25 or fewer words or sending the entire message as an Ordinary or LT message at the rates applicable for such service as published in this tariff.
(h) None of the supplementary services is admitted in Personal Opinion Messages.
(i) The rates for this service are published in the rates sections of this tariff.
RULE 7
SUPPLEMENTARY TELEGRAM SERVICES
7.01 Paid Service Advices
(a) Paid service advices are initiated by the sender or addressee of any telegram to give instructions or to obtain information as to the identity of the sender of such telegram.
(b) Paid service advices are prepared by telegraph offices and may be addressed only to the telegraph office of origin or destination. They may not be exchanged directly between the sender and the addressee.
(c) Charges for paid services are at the full Ordinary rate per work of text including three words (number, date and first word of address) identifying the telegram to which the service advice relates.
7.02 Senders Corrections
(a) Senders corrections in telegrams other than those to and from mobile stations may be made at any time prior to transmission of the telegram. No charge is made for senders corrections which are made prior to the start of transmission except, however, if the correction adds to the number of words in the original telegram the sender will be charged for the additional word or words at the rate per word applicable to the original telegram.
(b) Senders corrections made after the start of transmission of he telegram to be corrected may be made only by the sending of a paid telegram directly to the addressee using whatever classification of service the sender desires.
7.03 Addressee's Requests for Repetition and Confirmation
Addressee's requests for repetition and confirmation of doubtful words in telegrams other than in telegrams to and from mobile stations will be forwarded and answered by service advice, without charge.
RULE 8
CHARACTERS ADMITTED IN TELEGRAMS
8.01 The original telegram must be written in characters which are used in the country of origin and which have an equivalent in the table of telegraph signals given below:
Letters: A, B, C, D, E, F, G, H, I, J, K, L, M, N, 0, P, Q, R, S, T, U, V, W, X, Y, Z
Figures: 1, 2, 3, 4, 5, 6, 7, 8, 9, 0
Signs: Full stop period (.), comma (,), colon or division sign (:), question mark (note of interrogation) (?), apostrophe or sign for minutes ('), hyphen, dash or subtraction sign (-), parenthesis (brackets)(), fraction bar or division sign (/), cross or addition sign (+), double hyphen (=)
8.02 Every footnote, insertion, erasure, elimination or correction must be approved by the sender or his representative.
8.03 Roman figures shall be transmitted as Arabic figures. If the sender desires the addressee to be informed that Roman figures are intended, he shall write the Arabic figure or figures and shall insert the French word "romain" or a corresponding word in front of each such figure or group of figures.
8.04 The quotation mark or sign for seconds (") shall be replaced in transmission by the apostrophe sign (') sent twice.
8.05 The dollar sign ($) shall be replaced in transmission by the word DOLLARS (unless the sender specifies an acceptable equivalent such as "DOLS", "DLRS" or "DLS"); and the pound sign (L) shall be replaced in transmission by the word POUNDS (unless the sender specifies an acceptable equivalent such as "STERLING", "STLG" or "L") .
8.06 The per cent sign (%) shall be replaced in transmission by the characters 0/0.
8.07 The multiplication sign shall be replaced in transmission by the letter X.
8.08 Expressions such as 30a, 30ne, 1o, 2o, X2, @, #, etc. cannot be reproduced in transmission; senders must substitute an equivalent which can be telegraphed, thus, for example, for the expressions quoted above: 30 POWER A (or 30A), TRENTAINE, PRIMO, SECUNDO, X POWER 2, AT, CENTS, NUMBER, etc.
8.09 If however, the expressions 30a, 30b, etc., 30 bis, 30 ter, etc., 30 I, 30 II, etc. , 301, 302, etc., 30 A, 30 B, etc., indicating the number of a house, appear in the address of a telegram, the counter clerk shall separate the number from the letters of figures accompanying it by a fraction bar. The expressions in question shall consequently be transmitted in the following form in the address of a telegram: 30/A, 30/AB, etc., 20/BIS, 20/TER, etc., 30/1, 30/2 etc., 30/1, 30/2, etc., 30/A, 20/B, etc.
8.10 Ordinal numbers composed of figures and letters; 30me, 25th, etc., shall be transmitted in the form 30ME, 25TH, etc.
8.11 A number which includes a fraction shall be transmitted with the fraction linked to the whole number by a single hyphen. Example: 13/4 is transmitted 1-3/4 and not 13/4; 3/48 is transmitted 3/4-8 and not 3/48.
8.12 A number which includes a per cent sign shall be transmitted with the percent sign linked to the number by a single hyphen. Example: 100% is transmitted 100-0/0 and not 1000/0.
RULE 9
COMPOSITION OF TELEGRAMS
9.01 Languages Admissible in Telegrams
(a) The text and signature of telegrams may be expressed in plain language or in secret language. These languages may be used alone or together in the same telegram, except as provided in Rules 6.03(a), 6.04(g) and 6.11(d).
(b) Telegrams containing profane, obscene, or libelous language cannot be accepted.
(c) Foreign administrations may refuse to admit telegrams wholly or partly in secret language, but notice to that effect is circulated to all other administrations. The sender may, therefore, at any time secure information with reference to this.
9.02 Plain Language
(a) Plain language is that which presents an intelligible meaning in one or more of the languages admitted for international telegraph correspondence, each word and each expression having the meaning normally assigned to it in the language to which it belongs. Telegrams in plain language are those of which the text and signature are wholly in plain language. The following are considered as having plain language meanings:
(1) Numbers expressed in letters or figures, groups composed either of letters or of figures, or of figures and signs, provided that these numbers, groups and signs have no secret meaning;
(2) Proper names, arbitrary or abbreviated (registered) addresses;
(3) Abbreviated denominations of international or national organizations, including business undertakings, in the form of initial letters combined as one group;
(4) Commercial expressions consisting of commercial marks, trade marks, designations of goods, arbitrary technical terms used to denote machines or parts of machines, reference numbers or indications and other expressions of the same kind, provided that these expressions are shown in a catalog available to the public, or in a price list, invoice, bill of lading or similar document;
(5) Groups denoting house numbers, registration numbers or letters of motor vehicles, designations of ships, aircraft or railway trains as well as flight and train numbers;
(6) Groups clearly representing money, ordinal numbers,indications of time of day;
(7) Groups representing exchange or market quotations, scientific formulae or meteorological observations or forecasts;
(8) Abbreviated expressions in current use in ordinary or commercial correspondence, such as FOB, CIF, CAF, SVP, or any similar expression. An abbreviated expression "in current use" is deemed to be one which appears with its associated explanation in a standard dictionary of the language in which the telegram is written, or it if appears in the "Examples of Counting Words" contained in this tariff;
(9) A single check word or check number of not more than five letters or five figures placed at the beginning of the text;
(10) Groups of four figures taken from the official telegraph dictionary of the Chinese Administration used to express the text and signature of telegrams originating in or destined for China.
(b) The expression mentioned in Rule 9.02(a)(3), (4), (5), (6) and (7) may, exceptionally, be composed of letters, figures, signs or a mixture thereof.
9.03 Secret language
Secret language telegrams are those containing in tier text or signature one or more words in secret language. Secret language comprises:
(a) Groups of letters, figures or signs or any combination of letters, figures or signs having a secret meaning. Such Groups shall not contain accented letters;
(b) Real words belonging to one or more of the languages admitted for telegraph correspondence in plain language which are not used with the meaning normally assigned to them in the language to which they belong and consequently do not form intelligible phrases;
(c) Other words or expressions not fulfilling the conditions laid down for plain language.
9.04 Parts of a Telegram
A telegram is composed of four parts:
(1) The preamble (3) The text
(2) The address (4) The signature
9.05 The Preamble
(a) The preamble normally contains the following:
(1) Number of the telegram
(2) Office of origin
(3) Number of words charged for
(4) Date and time filed
(5) Service instructions (for example: "USGOVT" in a United States government telegram)
(6) Routing instructions (if any)
(b) An outbound telegram filed at a Company office by a sender by telephone, Telex, Teletypewriter Exchange Service (TWX) , mail or otherwise directly from a point outside the city in which such Company office is located shall show as the office of origin the name of the city in which such Company office is located. The name of the Company office of origin may be followed by the indication of the point where the sender is located; for example:
"NEW YORK TELEPHONE FROM PHILADELPHIA" or "TDN PHILADELPHIA"
or
"SAN FRANCISCO TELEXED FROM OAKLAND" or "TDS OAKLAND"
(c) Subject to admissibility in foreign countries, any outgoing telegram destined to a point outside the United States, or any incoming telegram destined to a city where the Company maintains a public office, which contains in its paid address all particulars necessary to ensure delivery as provided in Rule 9.07, may include in its preamble a non-chargeable instruction supplied by the sender, identifying the printer tie-line, telephone, TWX, telex or branch office facility via which delivery to the addressee is normally provided by the office of destination.
9.06 Paid Service Indications
(a) A paid service indication either identifies the class of service of a telegram or denotes a supplementary service requested by the sender, or, in some cases by the addressee.
(b) All paid service indications are written immediately before the address. where there are several paid service indications in a telegram, the indication which identifies the class of service should be written first.
(c) Each paid service indication is charged for as one word when written in the abbreviated form prescribed in this tariff. the accepting clerk shall substitute the proper abbreviation for any indications written by the sender which may not be in the prescribed form.
(d) The paid service indications which are available are shown in Rule 4 of this tariff under the headings "regular Services" and "Supplementary Services". (Note the abbreviation "SVH" is not a paid service indication.)
9.07 The Address: Composition of
(a) The address must contain all particulars necessary to ensure delivery of the telegram to the addressee, without inquiry or requests for information.
(b) Every address must contain at least two words; the first designating the addressee and the second the name of the telegraph office of destination.
(c) When a telegram is addressed to a person in care of another, the address must contain, immediately after the name of the actual addressee, the words "Care of" "Chez", or other equivalent expression. this provision shall also apply when the address of the person or firm to which the telegram is sent is a registered code address. For example: "Smith care of Jones 193 Lombard Street London".
(d) The name of the telegraph office of destination must be written after the words in the address which designate the addressee and his residence; it must be written as it appears in the first column of the Official List of Telegraph Offices. This name may only be followed by the name of the territorial subdivision or by the name of the country or by both. If both are used, the name of the territorial subdivision must come first after the name of the office of destination.
(e) When the name of the locality given as the destination does not appear in the Official List of Telegraph Offices, the sender must write after the name of the office either the name of the territorial subdivision or the name of the country of destination or both of these names or other particulars which he considers adequate for effecting delivery of his telegram. The same course is necessary when there are several offices of the same name given in the Official List of Telegraph Offices and the sender is not in a position to furnish definite information from which the official designation of the locality can be identified. In either of these cases, the telegram is accepted only at the risk of the sender.
(f) The various categories of address permitted are full address, abbreviated code address, telephonic address, telex address, poste restante or telegraph restant address and post office box address.
(g) Telegrams with full address must, as a general rule, include:
the designation of the addressee;
the name of the street, boulevard, avenue, etc., of his house, together, if necessary, with the number;
the locality of destination.
(1) In the absence of these particulars, the address must state, so far as is possible, the occupation of the addressee or give any other useful information.
(2) Even for small localities, the designation of the addressee must be supplemented, so far as practicable, by further particulars for the guidance of the office of delivery.
(h) In telegrams for China, however, groups of four figures may be used to designate the name and abode of the addressee. The place of destination, however, must be written as it appears in the Official List of Telegraph offices.
(i) Abbreviated code addresses may be used provided the code address has been properly registered with the Administration of destination.
(j) The address may be composed of the name of the addressee followed by the word "telephone" or "telex" and his telephone or telex number. For example: "Jones Telephone Passy 3678 Paris" or "Jones Telex 20074 Paris". The delivery of the telegram to the addressee by telephone or telex is optional. In the foregoing examples, the expressions "Telephone Passy 367811 or "Jones Telex 20074" each constitute three chargeable words in the address.
(k) When the sender desires that delivery of his telegram to the addressee by telephone should be obligatory, he shall write before the address (name of the addressee and destination) the paid service indication - TFx - (x being the telephone number of the addressee with, if necessary, the name or the access number of the network).
(1) The address thus appears in the following form:
"TF 873455" Schutz Hamburg
or
"TF Passy 5074" Pauli Parisor
"TF Murray Hill 9-1234" John Jones Newyork.
(2) The expressions "TF 873455", "TF Passy 5074" or "ITF Murray Hill 9-1234", are paid service indications and are counted as one word only.
(l) If the sender desires his telegram to be delivered by Telex, he shall write before the address the paid service indication "TLXx" (x being the number of the addressee's Telex station).
(1) The address thus appears as follows:
"TLX 20074" Pauli Paris.
(2) The expression "TLX 20074" is a paid service indication and is counted as one word only.
NOTE: Compliance with Paid Service Indications is obligatory on the Company as provided in Rule 9.07(k) and (1) whereas compliance with nonchargeable instructions contained in the preamble, as contemplated by Rule 9.05(c), is optional.
(m) A "Post Office Box" address must be composed of:
the name of the addressee,
the designation "boite postale" or "post office box" with the box number, and
the name of the telegraph office of destination.
The name of the office to which the addressee's post office box belongs should, if necessary, be supplemented by particulars to distinguish it from other local offices.
For example: Pauli boite postale 275 or Post Office Box 275

(n) In all cases of insufficient address, the telegram shall be accepted only at the risk of the sender, if he insists on sending it. In any event the sender shall bear the consequence of an insufficient address. The Company assumes no responsibility or liability for failure to deliver telegrams addressed to surnames without the given name or initials or further particulars necessary to ensure correct delivery.
9.08 The Text: Composition of
(a) The text of telegrams must be written in accordance with the provisions of Rules 9.01 of this tariff.
(b) Telegrams which contain only an address, whether or not preceded by one or more paid service indications, shall not be admitted.
9.09 The Signature: Composition of
(a) A signature may be written by the sender in any form capable of transmission. A signature is not obligatory.
(b) The sender may request that verification of his signature be transmitted either as it is written or in the form: "signature verified by ", provided the verification has been attested to by a Notary Public or other competent authority. The verification is placed after the signature. The office of origin must satisfy itself that the verification is genuine and must refuse to accept or transmit the verification unless it has been properly attested in accordance with the laws of the country.
RULE 10
COUNTING OF WORDS
10.01 General Provisions
(a) The service instructions forming the preamble shall not be charged for.
(b) Everything the sender writes on his copy for transmission shall be included in the number of chargeable words except the route indication and the name of the code used for the working of a secret language, provided the name of the code is required by the country of destination.
(c) Isolated shall neither be charged nor transmitted unless the sender has specifically requested their transmission.
(d) The verification of the signature, as transmitted, shall be included in the number of chargeable words.
(e) The counting of words by the office of origin, and by the land station for telegrams originated by a mobile station shall be decisive.
10.02 Provisions for the Counting of Words
The number of chargeable words in a telegram will be determined as follows:
(a) Words, groups of characters or expressions but exceeding ten characters shall be counted at the rate of one chargeable word each.
(b) Words, groups of characters or expressions but exceeding ten characters shall be counted at the rate of one chargeable word for each ten characters or part thereof.
(c) The name of the mobile station appearing in the address destined to a mobile station, when written as it appears in the appropriate list of stations, shall be counted as one word irrespective of the length of the name of the mobile station.
