The joint board has taken another significant step toward defining
universal service and meeting the requirements of the
Telecommunications Act. While it is too early to respond to specific
recommendations in the report, Bell Atlantic will be actively involved
in efforts to determine the size of the fund and in ensuring that
companies like ours are properly reimbursed for our contribution to
preserving universal service. We hope that as it develops policy
between now and May, the FCC adheres to the following guiding
principles:
