Mexico City, Mexico - Bell Atlantic's wireless investment in Mexico,
Grupo Iusacell, today announced Fulvio V. del Valle as Director
General reporting to the company's Chief Executive Officer, Tom
Bartlett.

"I'm very pleased that Fulvio, a proven business leader with solid
wireless experience, will be joining Iusacell to work with me on
accelerating our success in the Mexican market," said Bartlett. "With
the Bell Atlantic business model now firmly in place, Fulvio's strong
sense of urgency and tremendous energy level, coupled with the efforts
of the entire Iusacell team, will help us achieve our aggressive growth
targets."

Iusacell as a leader in the Mexican telecommunications market."

Del Valle's background in international telecommunications, especially
in Mexico, is extensive. He joins Grupo Iusacell from
Motorola/CedeTel/Norcel, where he was Director General of cellular
regions 3 and 4 in Northern Mexico. Previous assignments include
Regional Director for Latin America South in DuPont-Brazil; Regional
Director for Latin America-Electronic Division in AMP/GISB; and
Director General for Latin America South at Motorola Semiconductors in
Brazil and Mexico.

Del Valle is vice-president of the National Electronic and Electrical
Communications Chamber of Commerce (CANIECE), as well as
vice-president of the Mexican Association of Radiotelephone Cellular
Concessionaires (AMCEL).
