BILLS!

EUROTEL INTRODUCES CALLING PARTY PAYS FOR MOBILE TELEPHONES
IN CZECH REPUBLIC ON 1 APRIL

Czech Republic-- EuroTel has reached agreement with SPT
Telecom to
introduce the current European standard for billing of mobile
telephone calls, known as Calling Party Pays, effective 1 April 1996
in the Czech Republic.

Our market research with prospects as well as our customer
satisfaction research has indicated that the introduction of this
billing system option will be greatly appreciated by customers and
will directly impact the prospect's decision to buy mobile telephone
service. We have been working on the modification of our billing
system and negotiating the details of this billing arrangement with
SPT Telecom that are required to make the calling party pay system
work since early last year. Our desire to give our customers a choice
of billing options has made this project more difficult than it would
have been if we had just moved everyone to the new calling party pays
system without giving them the choice of keeping their current billing
arrangements.

We believe that some of our customers, for example those in sales and
marketing, may prefer to pay for their incoming calls from their
business partners and or customers, as a way to differentiate
themselves from their competitors. The introduction of this billing
option is consistent with our policy of offering our customers choices
when it comes to pricing packages & now billing options.

In conjunction with this billing change we are also announcing new
reduced tariff rates effective 1 April. This is our third tariff
reduction in the last eighteen months. Our monthly access fees will
range from 995Kc to 7495Kc, reductions of 5% to 29% depending on the
price plan selected, and selected per minute rates have been reduced
by up to 18% and range from 4.4Kc to 9.9Kc per minute.

EuroTel Praha, s.r.o. is a joint venture between SPT Telecom, Bell
Atlantic and US West providing mobile telephone services in the Czech
Republic.
